So can you cook with the bags? Why is it note-worthy that they are made of starch?

The starch based bags biodegrade really fast and are much better for the environment. Last year China and Australia outlawed conventional plastic bags. Environmental groups have been trying to get the restrictions on conventional plastic bags in the US but nothing has ever made it on the books. Now lawmakers are sighting the economic crisis as a reason why we cannot outlaw conventional plastic bags because it would cause people to lose their jobs.
